FCC Adds Foreign-Made Humanoid Robots & Connected Inverters to Covered List

Washington has invoked national-security import controls before—from the 1951 CoCom embargo on Soviet-bloc dual-use tech to the 1987 U.S.–Japan Semiconductor Agreement—but this is the first time robots themselves are the target. The ban reflects a wider 2018-2026 arc of techno-nationalism in which telecom gear (Huawei 2019), drones (DJI 2023) and EV batteries faced similar scrutiny; it pushes the U.S. toward reshoring physical-AI supply chains even as key upstream inputs (rare-earth magnets, actuators) remain 90 %+ China-sourced. Over a 100-year horizon the measure matters less for its immediate market impact—it exempts installed units and allows waivers—than as a marker that nations now treat embodied AI like oil or nuclear technology: a strategic resource to be ring-fenced. Whether this accelerates a bifurcated robo-ecosystem, as export-control regimes did to computing in the Cold War, or merely delays global diffusion will hinge on the U.S.’s ability to foster domestic mass production rather than just restrict rivals.
