EU Imposes €2 Per-Line-Item Handling Fee on All Non-EU Parcels From 1 Nov 2026
Effective 1 November 2026, every product category inside a parcel arriving from outside the bloc will be charged a new €2 customs-processing fee, piling on top of July’s €3 small-parcel duty.
Focusing Facts
- Platforms or carriers must pay €2 for each declared goods category in every incoming shipment, regardless of parcel value or origin, under Regulation (EU) 2026/1842 starting 1 Nov 2026.
- EU data show the separate €3 duty imposed on sub-€150 parcels in July 2026 slashed small-parcel volumes by roughly 60-64 % within three months.
- The EU received 5.9 billion low-value parcels in 2025—about 16 million a day—with 93 % originating from China via sites such as Shein, Temu and AliExpress.
